Thomas F. Higgins Riverfront Park is located near the Bailey Avenue Bridge at the confluence of the Buffalo River and Cazenovia Creek. This site is owned and maintained by Erie County as an area for passive recreation and fishing. A sidewalk connects the park to a parking lot across the bridge. An update in 2023 stabilized the shoreline, added a fishing pier and paddle sport egress spot. Several benches were added at the point, as well as a Blueway marker so people could see it while out on the Buffalo River or Cazenovia Creek.
